Refik Hariri Suikastı ve Suriye

Lübnan eski Başbakanı Refik Hariri, 14 Şubat 2005 günü Beyrut’ta düzenlenen bombalı bir suikast sonucu öldürüldü. Suudi Arabistan yönetimi ile yakın ilişkiler kurarak aldığı ihaleler sonucu zenginleşen Hariri, 1992 yılından itibaren Lübnan siyasetinin içinde etkin olarak yer aldı. Sünni olan Hariri, son olarak Ağustos 2004’te yapılan anayasa değişikliğiyle Suriye yanlısı Maruni devlet başkanı Emil Lahud’un üç yıllığına tekrar devlet başkanı seçilmesine tepki olarak Ekim ayında başbakanlık görevinden istifa etmiş ve Suriye karşıtı muhalefetle birlikte hareket etmeye başlamıştı. Hariri, Mayıs 2005’te yapılacak genel seçimlere muhalafetin en güçlü adaylarından bir olarak hazırlanıyordu.


Suikasti, Hariri’nin Suudi Arabistan ile olan bağlarından rahatsızlık duyduğunu söyleyen Ahmed Teysir Ebu Ades adlı bir kişi “Suriye ve Lübnan’da Cihad ve Zafer Örgütü” adına üstlendi. Ebu Ades dışında herkes suikasti farklı sözcükler kullanarak lanetledi ve duyduğu rahatsızlığı belirtti. Suikast herkesi huzursuz etmişti. Aslında 3.7 milyonluk küçük bir ülke olan ve dini çatışmalar sonucu oluşan siyasi bölünmüşlüğünü uluslararası ilişkiler literatürüne bir kavram olarak armağan eden Lübnan, bu tarz suikastlere (1) çok uzak bir devlet sayılmaz. Fakat 1991’de iç savaşın bitiminden beri kendi standartlarında belli bir istikrarı yakalamış olan bu devleti, Hariri Suikastini gerçekleştirerek kim veya kimler iç savaş yıllarını hatırlatan sahnelerle karşı karşıya bıraktı? Suikastin yapılış şekli, zamanlaması ve sonuçları bu sorunun gerçek cevabının hiç bir zaman öğrenilemeyeceğini göstermektedir.

Suikastin ardından dünya kamuoyunun gündemine ilk gelen şüpheliyse, ABD’nin siyasi ve ekonomik olarak dünyadan tecrit etmeye çalıştığı ve Lübnan’da işgalci devlet pozisyonunda bulunan Suriye oldu. Suikaste en hızlı tepkiyi veren ABD, İsrail, Fransa üçlüsü suikasti kınayan açıklamaların ardından Suriye’nin Lübnan’daki askeri varlığının sona erdirilmesi gerektiğini belirtiler. Ülke dışındaki açıklamalardan da cesaret alan Lübnan içindeki Suriye karşıtı muhalefet (başta Dürzi lider Velid Canbolat olmak üzere), Lübnan’daki en önemli sorunun Suriye’nin askeri ve siyasi varlığı olduğunu söyleyerek suikastin sorumlusu olarak Suriye Devlet Başkanı Beşşar Esad’ı ve Lübnanlı siyasileri gösterdi. ABD, İsrail ve Fransa’nın suikaste aşırı ilgisi ve Suriye işgaline tepkisi, esas olarak bu üç devletin Suriye gibi Lübnan’da işgalci konumunda bulunup siyasi, ekonomik, sosyo-kültürel yapının oluşmasına yaptıkları katkıdan kaynaklanmaktadır. Lübnan, ABD’nin Orta Doğu’da “Büyük Güç” olarak askeri kuvvetlerini kullandığı ilk devlettir. Bu tarihsel nedenle birlikte Hıristiyan bir Lübnan ABD’nin Orta Doğu siyasetinde her zaman bir denge unsurudur. Fransa, Birinci Dünya Savaşı sonrası Suriye ve Lübnan’ı manda yönetimi altında yönetmiş, Orta Doğu ve Doğu Akdeniz siyasetini neredeyse 19.yy.dan beri bölgedeki Maruni topluğununa dayandırmıştır. İsrail ise güvenliğini tehdit etmesini neden göstererek Güney Lübnan’ı 1982-2000 yılları arasında işgal altında tutmuştur. Lübnan, İsrail’in tehdit algılamalarında jeostratejik olarak hayati bir öneme sahiptir. Bunlarla birlikte Lübnan, yüz yıldan fazla bir süredir uluslararası ve bölgesel güç odaklarını tesirine açık bir siyasi alan konumunda kalmıştır. Lübnan, Fransız mandasından kalma ve günümüzdeki demografik yapıyla pek de uyuşmayan bir anayasayla (2) yönetilmekte, ülke içi etnik ve dini güç odakları siyasi ve ekonomik çıkarları doğrultusunda dış güçlerle iletişime geçmektedir. Örneğin Amerikan piyadelerini 1958’de ülkeye davet eden kişi, Birleşik Arap Cumhuriyeti’nin kurulmasından ve Lübnanlı Müslümanların BAC’a sıcak bakmasından rahatsız olan Lübnan’ın Maruni Devlet Başkanı Camille Chamoun iken günümüzde ise Şam yanlısı Maruni Devlet Başkanı Emil Lahud’a karşı Lübnan’ın Müslüman muhalefetini (Sünni ve Dürzi) destekleyen ABD ve Fransa’dır. (3) Bu örnekte de görüldüğü gibi Lübnan’da siyasi ittifaklar çok kaygan bir zemin üzerinde kurulmaktadır.

Hariri Suikasti’nin ardından ABD karar alıcılarının Suriye karşıtı açıklamaları, olayı bir suikast boyutundan çıkarıp Suriye’nin Lübnan’daki askeri varlığını sona erdirme çerçevesinde şekillenen bir planın parçası haline getirmiş ve İran, Rusya, hatta Türkiye’yi kapsayacak şekilde genel bir krize dönüştürmüştür. Suriye’nin Lübnan’daki askeri varlığının uluslararası alanda sorgulanmaya başladığı tarih, İsrail’in askeri güçlerini Güney Lübnan’dan çekmeye başladığı 2000 yılıdır. ABD’nin 2003 Irak müdahalesiyle askeri ve siyasi etkinliğini bölgede hissettirmesinden sonra Suriye Irak’tan sonra muhtemel hedeflerden biri haline gelmiştir. Suriye’nin yumuşak karnı olan Lübnan, hem güvenlik açısından hem de İsraili’in Golan Tepelerindeki işgaline karşı bir koz konumundadır. Ağustos 2004’te yapılan anayasa değişikliğiyle Emil Lahud’un görev süresinin uzatılması sonucu, Eylül 2004’te ABD ve Fransa’nın hazırladığı, Almanya ve İngiltere’nin desteklediği BM Güvenlik Konseyi’nin 1559 sayılı kararı uygulamaya kondu. Bu kararla ismi geçmese de Suriye hedef alındı ve Lübnan siyasetine ülke dışından yapılan müdahalelerin sona erdirilmesi istendi. Kıta Avrupasında ABD karşıtı tarihsel bir vizyona sahip olan Fransa’nın bu BM kararında ABD ile birlikte hareket etmesi sömürgeci zihniyetini kafasından atamadığının bir göstergesi olmuştur. ABD’nin Suriye’ye karşı gerginliği tırmandıran baskı politikasının son halkasının da Hariri Suikasti olduğu söylenebilir. Her defasında Suriye’nin terörü destekleyen ve Lübnan’ı istikrarsızlaştıran bir devlet olduğunu iddia eden ABD’nin karar alıcılarına karşı Suriyeli yetkililer, zaman zaman sert açıklamalar yapsalar da, genel olarak ortamı yumuşatıcı bir dış politika izlemişlerdir. Ülkesinde siyasi ve ekonomik reform adına önemli çabalar harcayan Suriye Devlet Başkanı Beşşar Esad da iktidara gelişinden itibaren gerek iç politikada gerekse dış politikada ılımlı ve uzlaşmacı bir tavır sergilemiştir. 1989 Taif anlaşması ile Lübnan’daki askeri varlığını yasal bir zemine oturtan Suriye, 2000 yılında Güney Lübnan işgalini sona erdiren İsrail’e karşı dengeleyici bir konuma sahip olmuştur. Beşşar Esad da yaptığı açıklamalarda Suriye Ordusu’nun Lübnan’da, istikrarı ve barışı sağlayıcı bir unsur olduğunu söylemektedir. Beşşar’ın açıklamaları çok objektif olmasa da Suriye Ordusu’nun Lübnan’dan çekilmesinden sonra İsrail-Hizbullah veya Maruni-Müslüman çatışmasından kaynaklanacak yeni bir iç savaş çıkabilir. Bütün bu olasılıklara rağmen Beşşar, iktidarda olduğu süre içinde Suriye’nin Lübnan’daki askeri varlığı konusunda önemli adımlar atmıştır. 2000 Temmuz’unda iktidara geldiğinde Lübnan’daki Suriye askerinin sayısı 30 binden fazlaydı, 2001 ve 2002’deki çekilmeler sonucu 2003 yılında asker sayısı 20 bine ve Ekim 2004 sonrası da 14 bine kadar düşürüldü. Bu çekilmelerin bir iyi niyet göstergesi olma olasılığı olduğu gibi uluslararası baskıya karşı bir oyalama taktiği de olabilir. Ancak İsraili’in Golan Tepelerindeki 38 yıllık işgali boyunca böyle bir eyleme girişmediği düşünülünce bu çekilme sürecini bölge siyaseti içinde olumlu değerlendirmek gerekir. Bununla birlikte Suriye, ABD’nin tecrit politikasına ve uluslararası ortamda yalnızlaşmaya karşı başta Türkiye, İran, Rusya ve Çin ile ilişkilerini geliştirmeye çalışmaktadır. Suriye yönetiminin dış ve iç siyasetteki durumuna baktığımızda Suriye’nin Hariri Suikasti gibi bir eyleme girişmesinin akıllıca olmayacağını görmekteyiz. Beşşar Esad’ın babasından farklı olan siyasi kişiliği de düşünüldüğünde dış politikada Suriye’yi zora sokacak hamlelerden uzak durması olası bir sonuçtur.

ABD’nin Suriye’deki büyükelçisi Margaret Scobey’i geri çekmesiyle tırmandırdığı kriz, Suriye’yi diplomatik ve ekonomik yollarla yıldırma ve sıkıştırma siyasetinin bir parçasıdır ve Suriye’ye askeri bir müdahale gerçekleştirilmesi olası görülmemektedir. Fakat ABD’nin özellikle son üç yıldaki Orta Doğu siyasetinin, uluslararası adalet ve etik değerleriyle bağdaşmadığı göz önüne alındığında Suriye ve İran ile direkt, Türkiye ve Rusya ile dolaylı krizlerin oluşabileceği gerçekleşme olasılığı yüksek bir tahmindir. Bu dört ülke arasındaki siyasi ve ekonomik yakınlaşma ve çıkar birlikteliği, ABD karar alıcılarının Amerikan karşıtı bölgesel bir bloklaşma endişesini taşımalarına neden olmaktadır. Bu kriz ortamı içinde, Hariri suikasti ile zan altında kalan Suriyeli yöneticilerin en azından tek başına gerginliği artırıcı eylemlere girişemeyeceği ve ABD isteklerine iç kamu oyunda rahatsızlık uyandırmayacak bir tarzda cevap verecekleri söylenebilir. İlk olasılıkta bu gerginlikten kriz yönetiminde başarılı olacak devletler en az zarar görerek çıkacaktır. Diğer bir olasılık da ABD’nin kriz tırmandırıcı dış politikasının kontrol dışına çıkıp gerginliği alıcı büyük bir bölgesel çatışmaya neden olabilme ihtimalidir. ABD normal şartlarda böyle bir çatışmayı göze alamayacak, işleri bu noktaya getirmek istemeyecektir.

Son günlerde ABD’nin çeşitli yollarla Türkiye’yi de Suriye-İran merkezli krizin içine çekerek taraf yapmaya çalıştığı görülmektedir. 2004 yılında aktif diplomasiye dayalı dış siyaseti ile bölgesinde etkili ve itibar sahibi bir bölgesel güç haline gelen Türkiye için bu kriz ve ABD’nin baskılarına karşı koyuş şekli, Türk dışişlerinin kriz yönetimindeki başarısına bağlı olacaktır. Türkiye’nin uluslararası sistemdeki bu tür bir oldubittiden en az zararla sıyrılma yeteneğini gösterebilmesi gelecekteki uluslararası konumunu da belirleyecektir.

Sonuç olarak bu suikastle ABD, uyguladığı güç siyaseti için bir neden daha bulmuştur. Fakat ABD’nin askeri müdahalesiyle Orta Doğu’da ortaya çıkardığı karmaşa ve düzensizlikten bir düzenin ortaya çıkması zor gözükmektedir. Hariri suikasti, Orta Doğu’daki uzun vadeli çatışmaların bir parçası olarak değerlendirilmelidir. Suikastle Orta Doğu’da kan akmaya devam etmiş, Orta Doğu insanın içselleştirdiği şiddet, çatışma ve ölüm bu bölgenin kaderi olmayı sürdürmüştür. Batılı değerlerde insanın özgürleşmesinin ilk şartı yaşam hakkını kullanmasıdır. Günümüzde ise Orta Doğu insanı için ölmek sıradan bir olay haline gelmiştir. Fransız ve İngiliz mandasının bıraktığı siyasi ve sosyo-ekonomik ortam, Saddam Hüseyin, Hafız Esad gibi otoriter-baskıcı yöneticilerin yetişmesine zemin hazırlamıştı. ABD’nin şu an ki siyaseti ve bölgede oluşturacağı siyasi yapıların ve Suriye, İran ve Lübnan’da oluşacak kriz alanlarının ne yazık ki bölgeyi anarşist ve karmaşık bir yapıya sürükleyeceği açıktır. Bölgede, çatışma, savaş ve ölümler arasında büyüyen yeni kuşağın anti-Amerikancı olacağı ve radikal unsurları taşıyacağı aşikardır. Orta Doğu’da liberal demokrasi ve özgürlüklerin sağlıklı bir şekilde oluşması yeni kriz alanları ortaya çıkarmakla değil, var olan Filistin ve Irak sorunlarında adil ve kalıcı bir barışın sağlanması ile oluşacaktır.

(2) Fransa’nın 1940 yılında yaptığı Lübnan anayasası, Devlet Başkanlığı'nı Marunilere, Başbakanlığı Sünni Müslümanlara ve Meclis Başkanlığı'nı Şii Müslümanlara vererek çok hassas bir denge kurmuştur. Son 50 yıl içinde Müslümanların doğum oranındaki yükseklik ve Filistinden gelen göçmenlerden dolayı günümüzde Müslüman nüfus Lübnan’da çoğunluğu oluşturmaktadır.

Hariri'yi 'Suudi bağlantısı' öldürdü

Lübnan'ın başkenti Beyrut'un merkezinde, eski Başbakan Refik Hariri'nin konvoyuna bombalı saldırı düzenlendi. Saldırıda, Hariri de dahil 13 kişi hayatını kaybetti. Saldırıyı üstlenen örgüt, Hariri'yi Suudi Arabistan'la ilişkileri nedeniyle öldürüldüklerini duyurdu.

El Cezire televizyonunda yayınlanan bir video kasedinde 'Büyük Suriye'de Zafer ve Cihat Grubu' adlı örgüt, "Suudi Arabistan'daki mücahit kardeşlerimizin hatırı için, bu rejimi destekleyenleri idam ettik" ifadesi kullanıldı.

Lübnan güvenlik güçleri de, kasette görülen Filistinli militanın evine operasyon düzenlendiğini; ancak Amhet Adef adlı militanın evde bulunamadığını açıkladı.

Muhalifler Lübnan ve Suriye'yi suçluyor

Lübnanlı muhalif liderler, Hariri'nin ölümünden Lübnan ve Suriye yönetimini sorumlu tutuyor. Muhalefet, Lübnan yönetiminin derhal istifa etmesini ve Suriye askerlerinin mayıs ayında yapılacak seçimlerden önce ülkeden çekilmelerini istedi. Muhalefet ayrıca ülkede üç günlük grev çağrısı da yaptı.

Suriye karşıtı gösteriler

Başkent Beyrut sokaklarında da Suriye karşıtı gösteri düzenlendi. Gösteride Suriye Devlet Başkanı Beşşar Esad'ın resmi yakıldı. Hariri'ye yönelik saldırıda, 350 kilogramdan fazla patlayıcı kullanıldığı belirtildi. Hariri için çarşamba günü cenaze töreni düzenlenecek.

Üç gün yas ilan edildi

Cumhurbaşkanı, bazı bakanlar ve askeri yetkililerden oluşan Lübnan Yüksek Savunma Konseyi, eski Başbakan Refik Hariri'nin öldürülmesinin ardından üç gün ulusal yas ilan etti.

Konsey ayrıca, ordu ve emniyet güçlerinden, güvenlik durumunu kontrol altında tutmak için gerekli önlemleri almasını istedi. Lübnan Cumhurbaşkanı Emil Lahud da yayımladığı açıklamada, uzun süredir siyasi rakibi olan Hariri'nin öldürülmesini 'ulusal tarihlerinde kara bir nokta' olarak nitelendirdi.

President Assad Condemns Terrorist Act in Beirut

President Bashar al-Assad on Monday condemned the terrorist horrible act that claimed the life of a number of the Lebanese people, on top of them former Premier Rafiq al-Hariri.

"Syria as a government and people announces support to sisterly Lebanon during those dangerous situations and offers condolences to Mr. Rafiq al-Hariri and other victims’ families", President Assad added.

His Excellency also underlined the dangerous current circumstances and called upon the Lebanese to boost their national unity against those who seek to arouse disputes and partition in the country.

Foreign Minister Farouk al-Shara, for his part, expressed Syria’s strong condemnation of this criminal act, denouncing bids that target to arouse disputes in sisterly Lebanon.

Minister Shara, in a statement on Monday, expressed hope that the Lebanese people will remain strong and solid during this crucial moment, rejecting any internal disturbance or any foreign intervention.

“It is very important for the Lebanese government to make investigations to identify who carried out this heinous act,” Minister Shara, answering a question on who were the beneficiary sides behind the assassination.

Meanwhile, Minister of Information Mehdi Dakhlallah described the assassination act as a criminal one which not only targeted Lebanon, but also Syria.

“Those who were responsible aimed at weakening Lebanon and finding negative repercussions on Lebanon and the region as a whole,” Minister of Information said in a statement.

The news of the terrifying explosion which claimed the life of Former Lebanese Premier Rafik al-Hariri has triggered a wave of anger and condemnation among the Syrian people who showed their sympathies for al-Hariri’s family and other victims’.
Syrian citizens representing different political, economic and social activities expressed, in interviews with SANA staff reporters, their solidarity with Lebanese people during this ordeal.

They stressed that the late al-Hariri was a friend of Syria and Syrian people who still remember his contributions to build and strengthen relations between Syria and Lebanon.

Later, President Assad sent a cable of condolences to al-Hariri's family, expressing the Syrian people deep sorrow and condolences.

Car Bomb Kills Lebanon's Former PM

A huge car bomb killed Lebanon's former Prime Minister Rafiq Al Hariri and a dozen other people on Monday in Beirut's most devastating attack since the 1975-90 civil war.

Hariri's motorcade was blown up as it passed an exclusive section of the seafront Corniche, after he left a meeting in parliament to discuss elections in May. Former economy minister Basil Fuleihan, also in the convoy, was critically wounded.

Some of Hariri's bodyguards were among those killed in an attack that sent deep shock waves through a fragile country still trying to put its bloody past behind it.

The explosion outside the St. George Hotel gouged a deep crater out of the road, ripped facades from luxury buildings and set cars ablaze on streets carpeted with rubble and broken glass. Officials said at least 100 people were wounded.

Several of the vehicles from Hariri's convoy were torn apart and set on fire despite their armour plating. A senior security source said the cause was a car bomb.

"Everything around us collapsed," a Syrian building worker at the site said. "It was as if an earthquake hit the area."

Hariri, a billionaire businessman and the driving force behind Lebanon's postwar reconstruction, had resigned from government in October but remained politically influential.

He recently joined opposition calls for Syrian troops to quit Lebanon in the run-up to the general election.

"Syria regards this as an act of terrorism, a crime that seeks to destabilise (Lebanon)," Syrian Information Minister Mahdi Dakhl-Allah said. He later told Al-Jazeera television: "This comes at a time of great international pressure on Lebanon and Syria which aims to realise Israel's desires in the region, and this act cannot be separated from these pressures."

Syrian President Bashar Al Assad called the blast a "horrendous criminal act". Lebanese President Emile Lahoud called an emergency cabinet meeting.

The White House condemned the killing and said Lebanon should be able to pursue its political future "free from violence and intimidation and free from Syrian occupation."

But spokesman Scott McClellan said Washington did not know who was behind the bombing and he was not accusing Syria.

French President Jacques Chirac, a close friend of Hariri, called for an international inquiry into attack that killed him.

The European Union urged Lebanon to go ahead with the election in May, despite Hariri's assassination.

Rescue workers clawed at piles of debris across the street from the hotel hardest hit by the blast. Witnesses said at least five people had been buried there by the explosion.

The blast could be heard even outside the city limits and shattered windows in buildings hundreds of metres away.

Scores of firefighters doused the burning vehicles and bloodied survivors were taken away by ambulance. Hariri's body, with wounds and burns to the face, was taken to the American University Hospital where sympathisers gathered and wept.

Prime Minister Omar Karami visited the bomb scene amid tight security as dark acrid smoke drifted over a clear blue sky.

He was among many Lebanese politicians to condemn the attack. Hezbollah called it "a heinous crime and cowardly act that targets Lebanon's stability and aims at planting strife in the country."

Beirut was often rocked by car bombs during the civil war, when fighting among religious and political factions all but tore Lebanon apart. But they have been rare since then.

Neighbouring Syria became ever more dominant during the conflict and took much of the credit for ending the war.

But Lebanese voices calling for Damascus to pull out its 14,000 troops have grown louder, backed by a UN Security Council resolution calling for their withdrawal.
In October a car bomb wounded opposition parliamentarian Marwan Hamadeh, soon after he quit as economy minister in protest at the extension of President Lahoud's term.
Jibril Rajoub, a Palestinian military leader, was killed by a bomb that ripped through his car in Beirut in May 2002. Earlier that year, a bomb killed Elie Hobeika, a key figure in a massacre of Palestinian refugees in 1982.

Hariri, 60, had held office for most of the past 12 years before quitting in October 2004 amid a bitter rift with Lahoud.

The Sunni Muslim Hariri spent some 20 years in Saudi Arabia, where construction deals made him a fortune that Forbes estimated at $3.8 billion in 2003.

Businessmen praised him for cutting through a paralysed bureaucracy and rebuilding war-shattered Beirut, but hopes that economic renaissance would flower with the Middle East peace process of the 1990s wilted with it instead.

There was no claim of responsibility for the assassination and no obvious suspect. "This is the work of an intelligence service, not a small group," said Rime Allaf, Middle East analyst at London's Royal Institute of International Affairs.
"Whoever did it aimed at creating chaos in Lebanon and pointing the finger at Syria. I can't believe anyone in Syria could be naive enough to think that this would help them."

She added: "The Israelis have been thought responsible for a number of assassinations in Lebanon, but why would they want to stir things up now? The Syrians must be very worried."

Amro Moussa, Secretary General of the Arab League, said: "I don't think there will be any gain from his death... I believe the moment is not a moment of pointing fingers."

Vice Premier Shimon Peres of Israel, which occupied southern Lebanon for two decades, said: "I have no idea who did this. He lived in a dangerous country and they (the Lebanese government) should have taken control over that country. Instead of this they surrendered to all kinds of terrorists."

Rafiq Al Hariri, a business tycoon who became one of Lebanon's most influential politicians and served as its prime minister for most of its post-civil war years, was killed in an explosion Monday targeting his motorcade. He was 60.

Hariri's vast fortune allowed him to maintain an independent political posture. He led his country's revival after the 1975-90 civil war, serving as prime minister for 10 of 14 years before stepping down in October 2004 amid an intense power struggle. For years, he'd been engaged in a fierce rivalry with Lebanon's President Emile Lahoud.

A charismatic man with international connections -- including a close friendship with French President Jacques Chirac -- Hariri was for years regarded by many Lebanese as the country's hope for economic revival and political stability.
Chirac's office quickly condemned the assassination, called for an international investigation and mourned Hariri as a man who "incarnated the indefatigable will of independence, freedom and democracy" for Lebanon.

In 1989, Hariri paid all the expenses of a Christian-Muslim peace conference in Taif, Saudi Arabia, which produced an accord that finally ended the civil war a year later.

He was the major shareholder in Solidere, the private company in charge of rebuilding Beirut's war-shattered downtown. Though credited for the revival, his critics blame him for running up a huge debt in the process.

Hariri first became prime minister in October 1992 -- a move hoped to restore national confidence in the Lebanese economy and bolster the country's burgeoning business community. In 1998, he lost his post after a squabble with then Lebanese President Elias Hrawi over how to resolve the country's ailing economy.
He was asked to form a new government in October 2000 after he won landslide majority in the general elections.

Four years later, he resigned following the extension of Lahoud's presidency. The extension was in defiance of a September 2 UN Security Council Resolution (1559) that called for a withdrawal of Syrian troops and for Lebanese presidential elections to be held.

Hariri signed the decree allowing the extension of Lahoud's mandate and voted in Parliament for Lahoud's additional three years as president. Then, he surprised the nation by announcing his resignation.

After stepping down, Hariri kept himself largely on the sidelines. Members of Hariri's parliamentary bloc had also been taking part in opposition meetings calling on Syria to extract its soldiers from Lebanon.

Born into a modest Sunni Muslim peasant family in the southern port city of Sidon, Hariri became one of the region's wealthiest men. He started out as an accountant and studied commerce before moving to Saudi Arabia and making his fortune in construction, building crucial ties with the Saudi monarchy along the way and receiving Saudi citizenship in 1987.

He is a personal friend of Saudi Arabia's King Fahd and used his relations to rebuild Lebanon.

Hariri ran a commercial empire that also embraced computers, banking, insurance, real estate and television and was the majority owner of Lebanon's Future Television. He had homes in the United States, Europe, Saudi Arabia and Lebanon and owned several private jets. Thousands are employed by his companies and charities

He is survived by his wife, Nazik Hariri, and six children. A seventh child, his son Hussameddine, died in a 1991 car accident in the United States.

Damascus releases 55 prisoners, most of them Islamists

Damascus has released some 55 political detainees most of them are members of the banned Muslim Brothers group, including five Palestinians, two Lebanese, one Iraqi and one Tunisian.

The human rights society in Syria said on Saturday that the Syrian authorities transported 57 political detainees from a prison in Sednaya near Damascus to the military security administration in Damascus. The society said that 55 persons were released most of them are from the governorate of Aleppo and returned back two again to prison. The chairman of the society Haitham al-Maleh said "270 political prisoners remain in Sednaya prison." However, the last release operation of detainees in Syria was in December 2004 when 112 political detainees most of them belonging also to the banned Muslim Brothers group.

Most of the released prisoners were detained following the incidents of 1982 in which Damascus accused the Muslim Brothers group of trying to topple the regime. Estimates of human rights societies said that there are still 2,000 prisoners.

Meantime, the activist in the field of human rights lawyer Anwar al-Bunni said that more than 50 Kurdish detainees from the banned Kurdistani labor party in Syria are observing hunger strike since Tuesday in Adra prison ( 30 Km to the east of Damascus.

He explained that the military court set February 17 as a date for starting the trial of the first group of the Kurdish detainees over al-Qamishli incidents in March 2004, whose number is estimated at 160.

Monday, February 14, Rafiq Hariri, five times Lebanese prime minister, multibillionaire, builder of a country devastated by 15 years of civil war, was assassinated by a huge car bomb that ravaged the Lebanese capital’s seafront. Two ministers in his party and 6 of his bodyguards, including its chief Yahya Al Arb, were among the dead. Efforts to save his life at the American Hospital to which he was carried in critical condition were unavailing. The attack is described as the most brutal since the civil conflict ended in 1991.

Last year, Hariri stepped down in protest against the extension of pro-Syrian president Emile Lahoud’s presidency and was about to take the lead of the opposition. A towering figure in Lebanese politics, Hariri was expected to fight the election due to take place in April or May.

The Lebanese hammer blow that came down on the Bush administration from Beirut set back its plans to bring democratic reforms to the Middle East. US officials were still digesting the import of Iraq’s general election the day after its results were released in Baghdad. They were also still waiting for Palestinian leader Mahmoud Abbas to come up to scratch in fighting terrorism. Its impact will be regional in magnitude, affecting the next stage of Iraqi insurgency and the chances of a Palestinian-Israeli accommodation.

Former Lebanese Prime Minister Rafik Hariri has been killed in an apparent assassination in west Beirut.


The blast, which reports say killed about nine people and injured 100 others, may have been a car bomb.

It went off beside the derelict St Georges Hotel on the seafront, causing widespread damage.

The killing comes at a time of rising tension between Syria, Lebanon's political master, and members of the opposition, a BBC correspondent says.

Mr Hariri resigned as prime minister and joined the opposition last October. He was hoping to stage a comeback in legislative elections next May.

It is still unclear what caused the massive explosion, but a little-known group calling itself Victory and Jihad in Greater Syria has issued a statement claiming the killing, saying it was a suicide bomb, says the BBC's Kim Ghattas in Beirut.

The authenticity of the statement could not be verified.

Lebanese opposition leaders have said they hold the Lebanese and Syrian governments responsible for the killing.

"We hold the Lebanese authority and the Syrian authority, being the authority of tutelage in Lebanon, responsible for this crime and other similar crimes," they said in a statement after a meeting held at the late leader's house in Beirut.

They also called for the government's resignation, for Syrian troops to withdraw from the country before the May elections and for a three-day strike.

The White House condemned the attack and said Lebanon should be allowed to pursue its political future "free from violence... and free from Syrian occupation".

Spokesman Scott McClellan said he was not trying to link Syria with the bombing, adding Washington did not know who was responsible, Reuters news agency reported.

Syrian President Bashar al-Assad condemned Monday's attack as a "terrible criminal act".

Lebanon's former colonial power France, whose leader, President Jacques Chirac, had close ties with Mr Hariri, has called for an international inquiry into the blast.

A three-day mourning period has been declared in Lebanon.

Beachfront attack

Mr Hariri, who was also an MP, attended a session at parliament in central Beirut shortly before the blast.

He was apparently heading home along the beachfront in a convoy when the explosion happened just before midday local time (1000 GMT), in a busy area full of hotels and banks.


Members of his convoy are believed to have been killed in the blast. A former minister who was in the convoy is said to have been seriously injured.

The force of the blast left vehicles smouldering and shop fronts blown out and blackened, creating a huge crater.

Local television pictures showed a burning man fighting to get out of a car through its window, falling to the ground and being helped by a bystander.

Several young women were seen with blood running down their faces.

Lebanese security forces cordoned off the area with yellow tape as rescue workers and investigators combed the scene.

Later, supporters of the late prime minister took to the streets in Beirut and in his hometown of Sidon, in southern Lebanon, people burnt tyres on the streets in protest.

Leading politician

Mr Hariri has been the leading Lebanese politician since the end of the civil war in 1990, and prime minister for most of the last 15 years.


He was also a self-made billionaire businessman.

He resigned in October amid differences with Lebanon's pro-Syrian President, Emile Lahoud.

Since then, he had been considered part of the opposition, although he never formally attended their gatherings, our correspondent says.

Mr Hariri had recently joined calls by opposition politicians for a withdrawal of Syrian troops from Lebanon.

France and the US had also been calling on Syria to end its meddling in Lebanese political affairs and to withdraw its troops from its smaller neighbour, our correspondent says.

Last October, a former minister and member of the opposition was injured in a car bomb attack in Beirut, in which his bodyguard was killed.

Abstract / The Impact of Localization on Democratization in the Arab Middle East and Minorities in the Syrian Arab Republic

Arab Middle East is a geographical living space exhibiting ethnic and religious diversity due to its social and historical accumulation. Social diversity in the states established in region throughout history, has often been a means of foreign policy facilitating the other circles holding power in the international system interfere with domestic politics, and is also perceived as an impediment to the integration at a nation-state level and to democratic development. The international conjuncture as a result of the Iraq Intervention by the USA in the year 2003 and the exportation of democracy to Arab states through some action plans such as The Greater Middle East Project have caused the revival of the local and ethnic nationalisms and the strengthening of the sub-national (local) links. At the top of the list of Arab countries that will be the most affected from this situation is the Syrian Arab Republic, which hosts various ethnic and religious minorities.

Çalışmamızın ilk bölümde Arap Orta Doğusu’ndaki kültürel çeşitlilik, yerelleşme ve demokrasinin algılanışı değerlendirilecek, ikinci bölümde ise Suriye özeli üzerinde azınlıklar ve toplumsal parçalanmışlığın siyaset ve demokratikleşmeye etkileri incelenecektir.
